Terry Baxter – Mason County Sheriff’s Office

In November 2008, Sergeant Terry Baxter was the on-site senior officer during the mistreatment of detainee Darrin Irwin. Baxter failed to intervene during the excessive use of force by subordinates. This inaction contributed to a civil rights lawsuit, which was settled. Baxter resigned following the incident.
