Timothy Everett – Waterloo Police Department

Officer Timothy Everett was involved in a 2015 incident where he took a 13-year-old Black girl to the ground and handcuffed her after she refused to give him her last name. The encounter began when the girl yelled ‘slow down’ as Everett sped by in his patrol car. Everett pulled a U-turn to confront her about the comment. Handcuffing juveniles is illegal in Iowa under most circumstances, but the department backed Everett’s treatment of the girl, claiming the force was justified because she tried to flee. The city settled the lawsuit related to this incident, with the settlement amount not publicly disclosed. Important Community Guidelines

It is strictly against our rules to:

  • Make threats of any kind
  • Share private information such as personal emails, home addresses, or phone numbers

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
