Todd Hoover – Uinta County Sheriff’s Office

In 2007, Detention Officer Todd Hoover sexually assaulted inmate Judee Pennington while she was awaiting placement in a treatment program. Prior to the assault, Hoover had a history of drug addiction and had stolen medications prescribed for inmates. After an overdose incident, an internal investigation led to disciplinary actions including a two-week unpaid suspension, extended probation, and mandatory counseling. Despite these measures, Hoover committed the assault during his treatment period. His employment was terminated, he pleaded guilty to criminal charges, and served a prison sentence. Pennington filed claims against Hoover, Sheriff Louis Napoli, and Uinta County, alleging negligent supervision and training. The Wyoming Supreme Court ultimately reversed the trial court’s decision, granting Sheriff Napoli qualified immunity and dismissing the claims against the county.
