In 1998, Robert ‘Robbie’ Lemont Ellison suffered a broken neck during an arrest by Bluefield police officers, leading to his paralysis. The city settled a lawsuit in 2000, agreeing to pay Ellison $1 million and establish a citizen review panel to oversee police misconduct. The officers involved were cleared of wrongdoing by internal and FBI investigations.
