In March 2018, Officer Vincent Catricala, alongside Officer Darby Lannom, entered the hospital room of Phayjjon McClellan, a Black man recovering from a gunshot wound, and attempted to seize his cellphone without a warrant. The officers’ actions led to a lawsuit alleging excessive force and violation of McClellan’s rights. The city settled the lawsuit for $70,000. Despite the internal affairs division sustaining the complaint, Catricala avoided discipline due to the department’s delay in completing the investigation within the required one-year period.
