William Ferguson – Mineral County Sheriff’s Office

On May 4, 2021, Undersheriff William ‘Bill’ Ferguson, along with Deputy Sheriff Brian Angiano, conducted a traffic stop on Bryce Rosemore following a report of erratic behavior. Rosemore declined a field sobriety test, citing disabilities, and was subsequently arrested. Ferguson and Angiano obtained a search warrant and forcefully drew Rosemore’s blood. The toxicology results, received twelve weeks later, indicated no presence of alcohol or controlled substances, leading to the dismissal of charges on August 18, 2021. Rosemore filed a lawsuit alleging violations of his Fourth Amendment rights due to the blood draw and arrest without probable cause. The court dismissed the claims against Ferguson and Angiano, granting Rosemore leave to amend his complaint to address deficiencies.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
