William Shelnutt – Jefferson State Community College Police Department

Between 1983 and July 1998, Chief of Security William Shelnutt was accused of same-sex sexual harassment by multiple male security officers. Allegations included inappropriate touching and sexual remarks. A lawsuit was filed under 42 U.S.C. § 1983, claiming violations of the Equal Protection Clause. The case, Snider v. Jefferson State Community College, was dismissed on qualified immunity grounds, as the law regarding same-sex sexual harassment under the Equal Protection Clause was not clearly established at the time.
